What is the difference between "Fill forms" and "Adv. Fill Forms" in Document Restrictions?

Marking the "Adv. Fill Forms" option (from novaPDF Properties->Security->High level Encryption ), gives disabled users the possibility to fill forms for accessibility purposes, even if the "Fill Forms" option is unmarked.
